What do HUD codes IN, IE and UI mean, and when do I need a 203(k)?

The HUD IN IE UI codes tell you which loans can close on a HUD home. IN means insured: standard FHA works. IE means insured with escrow: FHA works with a repair escrow. UI means uninsured: a standard FHA loan won't close, so you need a 203(k) renovation loan, another renovation loan or cash. Match the loan to the code before your buyer bids. Here's how I teach it, because this is the mistake I see most.

The short answer

CodeMeaningLoans that workOwner-occupant window
INInsured. Meets FHA standards as is.Standard FHA, VA, conventional, cash15 days
IEInsured with escrow. Needs a short list of repairs.FHA with repair escrow, VA, conventional, cash15 days
UIUninsured. Repairs too big for an escrow, or a system is missing.FHA 203(k), conventional renovation, cash5 days
UKUnknown. Condition data incomplete.Ask before bidding. Treat as UI.Varies

Codes and windows come from HUD's current sales policy. Check each listing at HUDHomeStore.gov.

Step by step

  1. Read the code first. Before price, before photos.
  2. IN? Standard FHA pre-approval works. VA and conventional may too, subject to their own appraisal rules.
  3. IE? Note the repair escrow amount on the listing. The lender holds it, usually more than the estimate, and releases it after repairs are done within a set time after closing. On FHA it's typically added to the loan.
  4. UI? Stop. Standard FHA won't close. Talk to a lender about a 203(k) or another renovation loan, or confirm the buyer has cash.
  5. Pick the right 203(k). HUD has a Limited 203(k) for smaller repairs and a Standard 203(k) for bigger ones, with a HUD consultant. HUD has raised the Limited cap to $75,000 of work. Check the current limits on HUD's 203(k) page.
  6. Start the contractor bid early. A 203(k) needs a contractor bid and, on the Standard version, a consultant report. That takes time. The HUD closing clock doesn't wait.
  7. Write the loan type on the pre-approval. HUD wants the letter with the bid. Make sure it names a loan that fits the code.

A worked example (illustration only)

A UI home is listed at $280,000. The furnace is missing and the roof is shot.

Amount
Purchase price$280,000
Repairs (contractor bid)$45,000
Total project cost$325,000
Loan typeFHA 203(k)

The buyer finances the purchase and the repairs in one loan. With a standard FHA pre-approval, this buyer would have won the bid and lost the house at appraisal.

Illustration only. A lender sets the real terms. Renovation loans have their own fees, limits and timelines. This is not an offer of credit. Check current 203(k) rules at HUD.gov.

How to explain it to your client

Say it like this

"Every HUD house has a code that tells us what kind of loan will work. This one is IN, so your regular FHA loan is fine. That one is UI, which means it needs too much work for a normal loan. You'd need a renovation loan that wraps the repairs into your mortgage, or cash. That's not a bad thing. Some of the best deals are UI homes, because most buyers can't bid on them. We just have to set up the right loan before we bid."

Watch-outs

  • Standard FHA on UI = lost house. It happens every month.
  • Escrow money isn't cash in hand. It's held for specific repairs and released after the work.
  • Repair deadlines. Escrow repairs and 203(k) work have deadlines after closing. Make sure the buyer's contractor is real and ready.
  • Condos need project approval. A HUD condo in a project without FHA approval is cash or conventional, whatever the code says.
  • VA has its own rules. Ask the lender.
  • Don't promise the code is right. It reflects HUD's appraiser's view. Your inspection may find more.

This is training for real estate agents. It isn't legal or lending advice. A licensed loan officer sets terms. Check with your managing broker.

Questions

Can a VA loan close on an IE home?

Sometimes, under VA's own repair rules. Ask the lender.

What's the difference between Limited and Standard 203(k)?

Limited is for smaller, non-structural repairs up to HUD's cap. Standard is for bigger work and uses a HUD consultant.

Does the escrow raise the payment?

On FHA it's typically added to the loan, so yes, a little. The lender will show the number.

Can investors use a 203(k)?

Generally no. 203(k) is for owner-occupants. Investors use cash or other loans.

What does UK mean?

Unknown condition data. Ask before you bid and treat it as UI.
